HKIS waiting

Just got HKIS letter today. They said that my daughter met all the necessary requirements, but the space was limited. We need to wait for available space till July 31 for the August 2010 semester or early Dec for the second semester in Jan 2011. Does this mean that we fail for the Reception 1 Any other parents applied to HKIS and got acceptance or similar situation?
