School Fee for kids of 居英權 Parents

My hubby has 居英權, and he is the 2nd generation. His father who used to be a civil servant has got the 居英權 originally and passed to him when he was young.

And now I want to send my son to study year 9 in UK (he is holding a HKSAR passport) in 2016, I am wondering if he could get any study benefit when he study university in the future？ If so, what will be the procedure？
