Esf year 1

Esf no longer has government subsidy in 2016 school year and tuition will be around 10k per month. If I want my child to learn fluent mandarin and can read and write Chinese like native in the future, can Esf deliver that I know they have Advanced stream Chinese .
Let's say if we get the y1 offer of Esf, can a defer one year and get a chance to apply for y2 next year in 2017?
