application for internation school

My son is 14 months right now, and is a Canadian.

I would like to send him to study in International School, when should I apply for it When should I start to contact those school ?

I mainly speak in English with my son, however his grandparents speak in Cantonese.

Does baby have fluent English has better opportunity or priority to be accepted in internation school ?

It's my first time to be a mother, and would like to get more comments and information from other experienced mothers. Thankssss for the help !!!!

I took my son to a English speaking playgroup on weekends. Are there any international school that offer playgroup for baby (around 14 months old) ?
