ESF south island school vs CDNIS secondary school

my boy is CDNIS student and will be in secondary school next year. With considering budget, I apply ESF as well. But my friend told me that i cannot have government sponsor in school year 15/16 and the school is also not as good as cdnis because SIS is very relax.
