how to give pocket money

hi experienced parents, I have opened UK bank account but the bank cards has not come to us yet. I am told the ATM machines are quite far away. I wonder which way is better in giving her money I was told I could not apply any supplementary cards/ debit cards for her as she is under 18. Or I should pass money to Guardians which is enough?
