GSIS Parents Please Advise

I would like to enroll my kid to GSIS, though a bit late. Anyone can help to clarify the below which I found on the website:

Eng Kinder - Children must have turned 3 yrs of age by Sep 1 of the year of entry

Eng Primary Sch - Children must have turned 5 yrs of age by Sep 1 of the year of entry

So, if my kid is born in Dec 05, should I enroll her into K2 for the coming Sep in 2010 or Primary Year 1 for 2011 Does GSIS have any vacanies for outsider to join its Primary (Year 1) as there are only 2 classes for Year 1. Will GSIS only take all its kindergarten students and have only very very limited spaces for outsiders?

Is it too late to apply for K2 for 2010?
