ESF waiting list system

If my kid studies in an ESF kinder and unfortunately cannot get interview for the ESF primary in the catchment area, even after 2nd or 3rd rounds, assume there are say 20 kids like this. Will we be put on top of the waiting list for year 2, and if not enough vacancies then year 3 etc
